Police says two women suffered serious, but non-life-threatening injuries. They were hit by a vehicle on College Avenue and Cornwall Street around 9pm.
The Regina police investigation determined the 20-year-old man was driving in the rain without functioning windshield wipers. It is believed he drove through a red light and hit the two crossing pedestrians.
The 20-year-old man remained at the scene. Matthew Nimchuk of Regina is charged with two counts of dangerous driving causing bodily harm.
