The debate over a Harmonized Sales Tax in Saskatchewan is back and a professor at the University of Saskatchewan thinks it’s worth considering. Dr. Devan Mescall feels the Saskatchewan Chamber of Commerce recommendation for a blended federal and provincial sales tax is a viable option, but it comes at a price. He says the province would have to decide between helping the business and agriculture sectors who would benefit from the H-S-T with a loss of revenue and the flexibility to choose what items qualify and are exempt from the Provincial Sales Tax. Mescall believes helping those sectors could make it politically attractive for the provincial government which is trying to improve the investment climate in Saskatchewan as well as help farmers. The professor also points out the provincial government has added P-S-T to some items while removing it from others in recent budgets and would lose that option in a harmonized system. He feels H-S-T would be a better choice for the province in a stronger economic climate.
