On Monday Regina Police Constable Mike Seel pulled over a driver for being on his cellphone. Constable Seel says it was the fourth time he had dealt with this driver over the same issue, in under two years. The guy was fined $280 dollars and and his vehicle impounded for seven days plus there were warrants so he was arrested and taken to cells. But, there’s more. Constable Seel with the Regina Police Service Traffic Unit then learns the same guy was caught earlier that day doing 169 km/h on Highway 11 by the Combined Traffic Safety Services and was given an $899 fine with another vehicle impounded for 7 days.
