The Regina Police Service has issued a public advisory that 41-year-old Louis Ted Mercredi, is living in the Heritage neighbourhood in a home that provides supervision and monitoring of his activities. He is considered to be a high risk to reoffend sexually and/or violently. Mercredi moved in on Monday.
The Police Service says this information is given not to incite anyone to plan any vigilantism but to enable the public to take suitable preventative measures. Mercredi is 5’9″, about 220 pounds and has a heavy build with brown eyes and short black hair.
His criminal history includes violent sexual offences, and he has a history of reoffending. During his time in jail, he completed programming to address his risk factors but the Regina Police news release says he hasn’t made any progress in doing so. At prior sentencing he was designated a Dangerous Offender and was given a Long Term Supervision order for ten years.
His conditions include not consuming, buying or possessing alcohol, not being in bars, not associating with anyone he knows is involved in criminal activity or who is actively abusing substances, report any intimate, sexual or non-sexual relationships and friendships with females to his parole supervisor and he must follow a treatment program in the areas of sexual deviancy and substance abuse.
