What Regina Police describe as improvised explosive materials were discovered Monday afternoon at a business in the 600 block of Albert Street.
Just after 3 in the afternoon, officers were dispatched because a man had been detained for alleged shoplifting and police were told he was carrying a bag with what appeared to be suspicious items.
The Explosives Disposal Unit was brought in and dealt with the package without incident.
The suspect, who had left the scene, was identified and arrested.
Sean Hepper of Regina is facing charges which include two counts of possession of an explosive substance contrary to an order, possession of incendiary material and theft under $5,000.
