The jury has recommendations for the Pine Grove Correctional Centre in Prince Albert from the coroner’s inquest into 40 year old Ronalda Wescoup’s death. She was found unresponsive in a medical observation cell on June 4th of 2019, and had just arrived about four hours prior. Wescoup had a heart attack due to alcohol-related issues.

The recommendations include having a safety device installed in the room or on an inmate, for instance a bracelet, which records the heartbeat, and audio which is instantly accessible to staff.
The six person jury also recommends a dedicated detox centre for the facility, and the hiring of two more nurses – one for day operations and one for night.

1. Location of emergency intercom button should be within arms reach of bed.
2. Safety device (installed in the room) (or on the inmate via bracelet) to record heat/heartbeat and audio which is instantly accessible to staff.
3. Dedicated Detox Centre for facility (Pinegrove).
4. Comprehensive database to share information between facilities (police station), (correctional facility) and (Hospital). For example… status of inmate going from police station to Pinegrove (inmate suffering from withdrawal – example).
5. Intake team to bring all services to inmate instead of bringing inmate through the stages (classification, medical, detox) one person to do intake and classification.
6. Hiring of 2 more nurses. One for day operations and one for night.
7. Enhanced training for ADDO and Correctional Officers regarding CIWAS and Alcohol/addictions policy.
8. Addictions worker present for intake or medical exam.
9. Community programs for inmates after leaving a facility. i.e. Halfway homes, shelters, elder
