Constable Mike Seel with the Regina Police Service tweeted Thursday saying he caught a learner driver, driving by herself in an unregistered vehicle and taking selfies. The driver also had a new born baby in the back seat. The driver was fined over $1300. Constable Seel allowed the driver to renew her plates on scene to avoid her vehicle being towed.
