Saskatchewan has a ways to go yet in ridding itself of inter-provincial trade barriers. Public policy think tank, “MEI,” and the Canadian Constitution Foundation have released a report ranking provinces on their openness to internal trade. Alberta has the fewest barriers while Quebec has the most. According to MEI and the foundation, Alberta recently set the standard by unilaterally eliminating most of its exceptions to the Canadian Free Trade Agreement. British Columbia and Manitoba are tied for second place. The two organizations say that Saskatchewan is in fourth place but actually, because BC and Manitoba are tied for second spot, Saskatchewan is in third place. Doctor Mark Milke, Senior Fellow at the MEI says, “Several possible solutions exist: Continuing to negotiate to remove exceptions, making increased use of the passport system, or simply acting unilaterally as Alberta and Manitoba have done.”
