The City of Saskatoon’s Environment, Utilities and Corporate Services Committee will consider an amendment to the Waste Bylaw.
Staff recommends Industrial, Commercial and Institutional users have separate garbage and recycling containers with Organics bins added for those who dispose of food and yard waste.
The Director of Sustainability says almost half of the sector’s waste going to landfills are recyclable or organic which would mean diverting about 76-thousand tonnes.
Jeanna (jean-ah) South points out that would increase the percentage of waste being diverted from 22-to-27 percent as the city works toward a goal of 70-percent.
She says they looked at three options with the other two adding business licensing as well as screening and follow-up provisions.
South says their preferred option at between 220-and-340-thousand dollars is about half the cost of the other two.
Staff feels following up on complaints by educating violators will work.
South says similar plans have proven successful in Calgary and Halifax.
If approved, the city would start rolling out the changes for recycling in 2021 and organics in 2022 with the expectation of compliance a year after each are implemented.
Staff say their recommended option was also the choice of close to 900 businesses and organizations consulted through workshops, online surveys and face-to-face meetings.
The committee looks at the plan on Monday.
